proxy.golang.org : github.com/gonzojive/rules_go_local_repo
Program local_repo_http_server is used to quickly serve a .zip file with the contents of a directory. This works around an issue with go_repository not supporting local paths. The solution as implemented here is to bring up a local http server. In addition, the hash of the zip file is updated in the WORKSPACE file rule so that bazel knows to refresh the repository.
