Package update is for checking for application and other updates programmatically and adding those checks to your own code. Sometimes you don't need a full package manager, you just need to check if a binary application or release tar ball is newer than the one you already have installed without the fuss of maintaining a cache separately from the program itself, auto-updating programs is the goal.
